The waste problem in this country is indeed difficult to fix because many people are still not aware of the importance of cleanliness.

The garbage problem in this country is indeed difficult to fix because there are still many people who are prohibited from throwing garbage.

Throwing trash indiscriminately has become a habit without any sense of guilt. Despite numerous cleanliness slogans posted in public areas, this still doesn't make people aware of the need to dispose of their trash indiscriminately.

So it's no surprise that some residents are so enraged that they're even willing to put up "weird" banners for people who litter carelessly.
